Does anyone know how to get a free government phone for my child?

My oldest is taking the bus this year and I want them to have a way to reach me for emergencies without adding a huge monthly bill to our budget. I looked into some of the federal assistance phone plans, but all the applications seem geared toward the head of the household and I am not sure if a minor can even qualify for an extra device. Has anyone successfully navigated this process to get a basic starter device for their child, and are you still able to easily install monitoring software on those specific models?

Short version: minors can’t apply; Lifeline is one line per household in an adult’s name (ACP is paused), but you can give that line/device to your kid.
