Short answer: not really—Apple doesn’t let you pull a location timeline remotely, and anything “stealth” either needs physical install and shows a profile, or gets caught by the location arrow. Past spots live in Significant Locations on the phone (you’d need their passcode), and for ongoing tracking the clean way is Family Sharing/Find My or your carrier’s family locator, plus a quick chat and some Screen Time ground rules.
